July 30, 2012 - AltaLink is a fully independent transmission company, responsible for the maintenance and operation of approximately 11,600 kilometres of transmission lines and 260 substations in Alberta. AltaLink is seeking to hire a:

This position is located in Calgary, Alta.
Summary:
Responsible for coordination of AltaLink’s Internal Cost Estimates and Verification of Engineering, Procurement and Construction (EPC) Contractor estimates for Transmission Power Lines, Substations, and Telecommunication systems. This role will report to the Manager of Estimating, and is responsible to mentor junior estimators.
Responsibilities:
• Reviewing and understanding of the Design Basis Memorandum (DBM), Engineering Design Documents, and Basis of Estimate.
• Conceptual estimates will be prepared using AltaLink’s cost model and Preliminary Estimating Scope prepared by AltaLink’s Conceptual Engineering Team.
• Review and incorporate historical data from estimates received, contracts awarded by the EPC Contractor and final actual project costs into AltaLink’s cost model.
• Review design specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate.
• Provide conceptual estimating input on complex Transmission projects.
• Coordinate preparation of AltaLink functional discipline estimates.
• Insure all working documents and data are maintained to backup estimate figures.
• Prepare conceptual estimates using AltaLink’s cost model.
• Validate estimates prepared by the EPC Contractor for Order of Magnitude (OOM) and Proposal to Provide Services (PPS) Stages of a projects lifecycle.
• Preparation of check estimates using the ECP Contractor’s Basis of Estimate and AltaLink’s cost model for the OOM and PPS estimates to the validated EPC Estimates add detailed resource based costs for AltaLink’s Function Groups.
• Add AltaLink’s Owner Costs to the estimate.
• Format PPS estimates in AESO Reporting and Owners Reporting format.
• Be involved in project planning sessions and team meetings to provide estimating input.
• Perform additional assignments per supervisor's direction.
• Work in a manner to ensure personal safety and that of fellow employees by following company health and safety guidelines and policies.
Education:
• University Bachelor Degree(s) in Engineering.
• Professional Engineer (P. Eng) preferred.
• Certified Cost Engineer (CCE) preferred
Experience:
• 10+ years estimating, cost control and/or engineering with a minimum of 5 years estimating experience in projects ranging from $10 million to $500 million.
• Thorough knowledge of, estimating techniques, all engineering disciplines, cost control systems and accounts.
• Ability to coordinate and supervise group work effort.
• Ability to validate complex proposals with minimum of supervision.
• Experience using database estimating systems.
• Experience using CPM scheduling systems.
• Estimating experience in Power Transmission Line, Substations or telecommunications is not required, but must desire to learn this industry.
